TELECOMMUNICATION SERVICES
Wireless Voice and Data Service
(Bid Reference Identification:"ERATE FY13 WIRELESS VOICE AND DATA SERVICE")
No Multi-year contracts considered -- Annual (12 Month) service contract only
Putnam County Schools is soliciting sealed bids for Wireless Voice and Data Service for the most efficient district operations requiring accessibility throughout the school district.
1. Provide up to 30 lines (plans) of digital cellular telephone access including end user phone equipment.
2. Provide up to 10 lines with Mobile Broadband Unlimited Data Access.
(End user equipment is not ERATE eligible and must be itemized separately on the bid proposal).
All programming, delivery fees and service charges must be included in contracted cost.
Adequate number of minutes must be included in plan to facilitate normal district telecommunication functions. Group pooling of minutes is a requirement to insure maximum efficiency of plan.
Please provide proposals that include (but not limited to):
The carrier of choice will provide services 100% compatible with currently used hardware that utilizes the CDMA/EVDO standard(s) for voice/data delivery. The carrier must have a minimum of 95% or higher digital service coverage area of Putnam County, TN.
A direct account representative of the carrier must be assigned to the Putnam County Schools. In addition, A local service center must be available within 25 miles of Cookeville, TN.
Voice Mail, Optional Text Messaging (100/month minimum), three-way calling, Call Waiting, Caller ID, Long Distance, and “direct connect/push-to-talk”/PCS features/options, if available.
As indicated for up to 10 lines, also include wireless Internet access service for PDA/Smartphone type phones (e.g: RIM Blackberry 8000 and 9000 models).
All plans proposed must include detailed billing: Paper, Electronic (CD¬ROM), and On-line account access. Options for on-line account access to review all text messages of any phone under the proposed plan and must include search capabilities by phone number, at a minimum.
Service agreement must include porting of existing numbers.
Implementation not to exceed 45 days; effective start date July 1, 2010, at the earliest.
Term of service for contract is: July 1, 2010 thru June 30, 2011.

INTERNET SERVICES
Interconnected VoIP
(Bid Reference Identification: "ERATE FY13 HOSTED VOIP")
No Multi-year contracts considered -- Annual (12 Month) service contract only
The Putnam County School System is soliciting sealed bids for a hosted VOIP solution for one (1) new construction site, four (4) existing sites, and up to (3) upgrade sites.
All proposals should include a detailed description of design, implementation, and support services. The mininimum features for the hosted service must include:
-local number portability for existing numbers
-unlimited incoming and outgoing local and domestic long distance
-network call quality monitoring capabilities
-911 functionality
-caller ID
-3-way conference calling capabilities
-scalability
-capabilites to integrate with existing communication equipment
-PBX-like functionality (e.g., station-to-station dialing; auto attendant; etc.)
-voicemail
-web-based management interface (user and system administrator)
-Site LAN testing for quality of service prior to and after service implementation
-Training and implementation services
-24/7/365 customer support services
All features and services MUST be fully compatible with the existing IP telephony equipment which includes the following Polycom® SoundPoint® models: 321/331; 450; 550; 560; 650; 670.
All equipment not eligible for e-rate discounts related to the hosted VoIP services should be listed separately in the bid documents. Detailed specifications and product descriptions should be included in bid. All VoIP equipment to be recommended for use with the hosted service should meet the the IEEE 802.3af PoE standard.
