Julie Smith Named Supervisor of Student Support Services
COOKEVILLE, Tenn.
— The Putnam County School System (PCSS) is proud to announce that Julie Smith has been named Supervisor of Student Support Services. Smith brings 26 years of experience in student services and will replace Dr. Trey Upchurch, who resigned from the position earlier this month to take a new role with the TN Department of Education. Smith most recently served as a school counselor at Cookeville High School, where she spent the past 26 years supporting students and families. She holds a Master’s degree in School Counseling and has dedicated her career to promoting student success both academically and personally.
“Julie Smith has spent more than two decades serving the students of Cookeville High School with compassion, professionalism, and a deep commitment to their success,” said Director of Schools Corby King. “Her 26 years of experience as a counselor have given her a strong understanding of the academic, social, and emotional needs of our students. Julie has built lasting relationships with families, staff, and the community, and I am confident she will bring that same dedication and leadership to her new role as Supervisor of Student Support Services. We are excited to see the positive impact she will continue to make for students across our district.”
After earning a Bachelor of Science degree in Psychology from Tennessee Tech University in 1996, Smith continued her education at TTU, receiving a Master of Arts in Educational Psychology and Counseling in 1999. Shortly after completing her graduate degree, she began her career as a counselor at Cookeville High School.
“Serving as a school counselor has been one of the most rewarding experiences of my life,” Smith said. “Working with students, families, and staff has strengthened my passion for supporting the whole child — academically, emotionally, and physically.”
Smith said her philosophy as Supervisor of Student Support Services is centered on ensuring every student has access to a safe and supportive learning environment that fosters personal growth, academic success, and overall well-being. She emphasizes collaboration, leadership, and advocacy while supporting school counselors, social workers, and nurses through guidance, resources, and continuous program improvement.
“I am grateful for the opportunity to now expand that work in this new role by helping lead initiatives that promote students’ wellness, healthy school environments, and strong community partnerships,” Smith said.
Smith also expressed enthusiasm about connecting with school staff across the district in the coming weeks.
“I am looking forward to getting out to schools soon and meeting with our school administrators, counselors, social workers, and nurses,” Smith said. “Collaboration is such an important part of supporting students, and I am eager to listen, learn, and work alongside the wonderful professionals who support our students every day.”
Julie’s family includes husband, Jim; daughter, Ella (22); son, Cade (25); and daughter-in-law, Ashley.
